Why does my six month puppy ride my five year dog?

I have a six month old puppy Shih Tzu and she like to climb on my five year old Yorkshire Terrier and sometimes when when he walks around she rides his back. Will you please tell me what she's doing. I have told my granddaughter that she's playing, but she doesn't believe me. SO what is she really doing?
