Does XP reinstall REALLY reformat the whole partition?

Depends on your system manufacturer. Some manufacturers have a hidden partition which contains information about your computer and when you reinstall, it reformats the system. Most computers, when you do a simple reinstall, you are given the option to format or to just install over the existing installation.
