Pop up buildings after sniping in GTA 4?

Has anyone seen these pop ups of buildings in gta 4 after sniping on the Ps3. I dont remenber them when i first got the game, but now each time i zoomed into buildings then zoom out really quick, the building dissappears and then it reappears. Does anyone have these, if so how do you fix it? Oh and i have the Ps3 version of gta 4 and the disk has no scratches and i have already reinstalled the the data that saves into the harddrive.
